Tesla and SpaceX CEO Elon Musk revealed more explosive allegations of widespread Social Security fraud during a virtual town hall with Wisconsin voters on March 31. Musk, who has been actively campaigning with the conservative-leaning America PAC, told attendees of the tele-town hall that a major breach of the Social Security database allowed a criminal to steal and sell 400,000 SSNs and personal identification details, after a Wisconsin voter asked him whether the Attorney General would investigate and prosecute it. "I believe someone is going to be arrested tomorrow," Musk said in response to the question. "There's someone who actually stole 400,000 Social Security numbers and personal information from the Social Security database… And was selling Social Security numbers and all the identification information in order for people to basically steal money from Social Security." He tied the alleged scheme to broader concerns about illegal immigration and voter fraud, arguing that compromised SSNs could be used to fraudulently register non-citizens to vote and siphon government benefits. "This is a particular avenue of fraud for illegal immigrants and voter fraud because the main way identification is established in the US is via Social Security. If you comprise the Social Security system, you can basically get people to get de facto registered to vote, even if they're not citizens, and get a bunch of benefits and to milk the system - this is pretty insane," Musk said.

Musk's claims of potential arrest came one day after he and Valor Equity Partners CEO Antonio Gracias presented data showing a surge in Social Security numbers (SSNs) issued to undocumented immigrants under the Biden-Harris administration. That day, Musk and Gracias showcased data at another America PAC town hall in Wisconsin a "mind-blowing" spike in SSNs issued to non-citizens during the term of former President Joe Biden. Musk, along with Gracias, claimed that the Department of Government Efficiency (DOGE) discovered 20 million deceased individuals incorrectly marked as alive in the Social Security database. He also hinted at a "strange trend" before turning with Gracias to discuss a projected graph titled "New Non-Citizen Social Security Numbers Issued." Gracias echoed Musk's statement and said, "We started at the top of the system, mapping the whole system of Social Security to understand where all the fraud was, and there were a lot of great people there who showed us, really a lot of waste, and so that came with a big list of stuff. But this is what jumped out at us. When we saw these numbers ... we were like, what is this? In 2021, you see 270,000 people go all the way to 2.1 million in 2024. These are non-citizens that are getting Social Security numbers." Gracias detailed how, under current policies, migrants entering the U.S. illegally can obtain Social Security numbers without in-person verification. He claimed that after crossing the border, individuals can apply for work permits (Form I-765) and receive Social Security numbers automatically via mail. "Defaults in the system are set to maximum inclusion, maximum payouts and minimum collection," Gracias said. "We found 1.3 million of these individuals on Medicaid and 5 million on federal benefit programs." Gracias also claimed that some non-citizens had registered and even voted in U.S. elections. "We took a sample and found voter registrations in this population," he said. "Some had voted. We've referred cases to Homeland Security for prosecution." In turn, Musk framed the issue as a deliberate political strategy: "This was a large-scale program to import as many illegals as possible ultimately to change the entire voting map of the United States and disenfranchise the American people and make it a permanent deep blue one-party state, from which there would be no escape."
