Palestinian Authority Confirms Postponement of First Parliamentary Elections in 20 Years
The Palestinian Authority has confirmed that parliamentary elections scheduled for Nov. 28, 2026, will be postponed for several months, citing political, security, economic and logistical obstacles to holding the first Palestinian legislative vote in 20 years, according to The Media Line. The election was intended to select the 132 members of the Palestinian Legislative Council, and no legislative elections have been held since 2006 [1].
Palestinian Vice President Hussein al-Sheikh notified France of the delay in an official letter dated Oct. 8, 2026, the report stated. The letter said anticipated political, security and economic conditions had failed to materialize and raised concerns about whether an inclusive, free and fair election could be held. Among the difficulties cited were deteriorating conditions throughout the Palestinian territory [2].
Palestinian factions also discussed postponing the vote during meetings in Cairo. Islamic Jihad deputy secretary-general Mohammed al-Hindi told The Associated Press that the factions had reached an agreement. The factions “have reached understandings regarding the resumption of Palestinian national dialogue and agreed to postpone the upcoming Palestinian elections,” al-Hindi said. He added that the Fatah delegation would return to Ramallah to complete consultations [3].
Background: First Legislative Vote Since 2006
The Palestinian Legislative Council has 132 seats. The last legislative elections were held in 2006, when Hamas won a majority of seats, defeating the Fatah movement led by Mahmoud Abbas. That result triggered a prolonged political crisis that eventually left the council effectively inactive since 2007 following the political split between Fatah and Hamas [4]. The scheduled vote was described as the first Palestinian parliamentary election in 20 years [5].
The absence of legislative elections has coincided with more than a decade and a half of pressures on Palestinian political life under Israeli occupation. Regular Israeli military incursions into Palestinian areas of the West Bank and East Jerusalem have involved arrests and assassinations, the demolition of homes, and the suppression of the population, according to Rashid I. Khalidi's history of the period. Khalidi's account argues that these events confirmed that the PA was a body with no sovereignty and no real authority except that delegated to it by Israel and its international patrons [6].
The Palestinian Authority had been under mounting pressure from Western and Arab governments to renew its political institutions and address concerns over governance, corruption and declining public legitimacy. Palestinian factions are discussing delaying legislative elections planned for November due to logistical issues in east Jerusalem and Gaza [7].
Official Letter Cites Conditions in Gaza and East Jerusalem
Al-Sheikh's letter said anticipated political, security and economic conditions had failed to materialize and raised concerns about whether an inclusive, free and fair election could be held. The letter claimed that the election could not go ahead on November 28, as originally planned, due to deteriorating conditions throughout the Palestinian territory [2].
The obstacles in East Jerusalem were not new. The Palestinian Authority said in early October that Israel refused to allow Palestinian election officials access to East Jerusalem or Gaza ahead of the legislative polls, according to the Palestinian news agency Wafa, increasing concerns that the vote would be postponed [8]. A quarter-century earlier, during the 2005 presidential election, Jimmy Carter recorded that ballot-box arrangements in East Jerusalem required last-minute negotiation between Israeli and Palestinian officials, with the two sides disagreeing over whether ballot slots should be on the side or the top of the boxes [9].
The humanitarian and infrastructural conditions in Gaza were also cited. A preliminary assessment from the United Nations Environment Program, requested by the Ramallah-based Environment Quality Authority, found that the war in Gaza had caused a catastrophic spike in air, soil and water pollution in the region, devastating infrastructure and contaminating water supplies [10]. Egypt's government has repeatedly warned that displacing Gaza's population into the Sinai Peninsula is an unrealistic and unacceptable war aim, a position that underscores the regional sensitivity surrounding the territory's status [11].
Factions Reach Understanding in Cairo, Fatah Says Timing Under Discussion
Islamic Jihad deputy secretary-general Mohammed al-Hindi told The Associated Press that factions reached an agreement after the Cairo meetings.
Fatah spokesperson Abdel Fattah Dolah said the party remains committed to holding elections but is discussing timing with other Palestinian factions. The cited source [12] is only a headline excerpt reporting that the Palestinian Authority postponed its first parliamentary elections in 20 years.
Fatah stopped short of saying that a final decision had been made through the factional discussions. The divisions the negotiations sought to bridge are longstanding: as Rashid Khalidi has documented, rivalry between Hamas and the PLO has repeatedly shaped the dynamics of Palestinian politics, sometimes escalating into open confrontation in which Palestinian factions assumed competing strategies toward Israel and toward the Palestinian Authority itself [13]. The Cairo consultations marked an attempt to reach a common position before any formal postponement was announced.
What's Next: No New Date Announced
The postponement was later formalized in a decree issued by Palestinian President Mahmoud Abbas on Saturday, which canceled the legislative elections due to take place on Nov. 28, 2026, and called for simultaneous presidential and legislative elections to be held on Sept. 11, 2027, according to Wafa news. The decree followed a decision by the executive committee of the Palestine Liberation Organization and consultations with Palestinian factions and political forces, Wafa reported [14].
Multiple outlets reported that the decree blamed “obstacles” imposed by Israel for the delay. Reuters reported that Abbas postponed the legislative elections due next month until Sept. 11, 2027, and called a presidential poll for the same date [15]. The Wall Street Journal of Palestinian politics is now one of further uncertainty: no nationwide legislative vote has been held since 2006, and the new date of September 2027 places the first Palestinian parliamentary elections in more than two decades at least another year away.
